The Guadalupe River basin had drawn July Fourth weekend revelers to its youth and family campgrounds, RV parks and apartment rentals. But this basin was also prone to flash flooding – and soon an entire summer’s worth of rain would begin to fall.

I can't imagine the pain so many parents in Texas are now suffering. They deserve answers about why warning systems were not activated earlier.
