U.S. Senate Republicans planned to vote Saturday on President Donald Trump's sweeping tax-cut and spending bill after agreeing on changes to address concerns about funding for rural hospitals and the deductibility of state taxes.

The vote tally was 51-49 to proceed with the debate. Senate passage could be days away, and the bill would need to return to the House for more votes before it could reach the White House.

Republican leaders barely scaled a key procedural hurdle to bring up the bill, but Democrats delayed its consideration and it was unclear whether the G.O.P. had the votes to pass it.
